Health explained: Medical neutrality in war October 13, 2026 · 4:30 · With Maya and Grace
Transcript Maya Welcome to Slow English FM. I’m Maya, and this is Health Explained: clear, simple English for following the world. Grace covers health and medicine. We’re discussing a new declaration about protecting healthcare in war. Maya Grace, the World Medical Association says it adopted the Declaration of Rotterdam on October 10, at its meeting in Rotterdam, the Netherlands. What does the declaration mean by medical neutrality? Grace Medical neutrality means healthcare should be guided by medical need, not by which side a person is on. The association says the declaration calls on medical workers to provide impartial care. In simple terms, patients should receive care based on their needs, without unfair treatment because of their side in a conflict. Maya So neutrality here is about how care is given. It is not a claim that medical workers must not take part in military operations. The information about the declaration does not establish that. What does it ask of the people and authorities involved in a conflict? Grace The World Medical Association says the declaration calls on states, authorities and parties to conflicts to protect healthcare workers and healthcare. It also calls for safe access to healthcare. That means people should be able to reach medical care safely. The association says medical personnel held only because they provided care should be released. Maya The declaration also says protections apply even when a medical worker or facility is not showing a special emblem. Why does that matter? Grace It makes clear that, under the declaration, protection does not depend on a visible symbol. The World Medical Association says the protection applies whether or not medical facilities or personnel display distinctive emblems. The declaration sets out the association’s position; that wording by itself does not tell us what happened in any particular conflict. Maya The association also mentions attacks that are not physical. What does it include? Grace The World Medical Association says attacks on healthcare can include cyberattacks and the use of artificial intelligence, as well as physical attacks. A cyberattack is an attack that uses computer systems or networks. The declaration does not, in the information we have, describe a particular attack or say how artificial intelligence was used. Its point is that threats to healthcare can take more than one form. Maya There is also a role for physicians when they suspect a violation. What does the declaration say they may do? Grace It says physicians may document and report suspected violations of international humanitarian law. That is the body of rules for armed conflict. The declaration says physicians may have an ethical or legal responsibility to report those suspected violations. It also calls for independent investigations into alleged violations affecting healthcare. Where appropriate, it says cases may be referred to international accountability bodies, such as the International Criminal Court. Maya To be clear, a suspected violation is not the same as a proven one. And a call for an investigation is not a finding of guilt. Is that the right way to understand this? Grace Yes. The declaration calls for investigations and possible referrals; those steps are not proof that a specific person or group broke the law. The World Medical Association is setting out what it says should happen. The declaration alone does not establish whether its requests are being followed. Maya So the declaration links two ideas: healthcare workers should give care based on medical need, and those involved in conflict should protect healthcare and access to it. Grace, thank you.
